Judge Al Cercone

First elected in 1992, Judge Al Cercone presides over one of the busiest and most productive courts in Texas. Although his judicial duties include overseeing tens of thousands of civil and criminal cases annually, Judge Cercone, as a department head and concerned public servant, routinely reviews courthouse procedures and implements innovative and cost saving techniques and procedures that enhance efficiency and increase revenues countywide.
From 1994 through the present, Judge Al Cercone accepted a faculty position for the Texas Justice Court Training Center, where all Texas Justices of the Peace are required to attend annual continuing legal and judicial education. At the request of the Texas State Commission on Judicial Conduct, he serves as a mentor judge to peers in need of guidance or supplemental education, and in 2006 he was approved by the Texas Real Estate Commission to be an MCE instructor. He is an active member with the rank of Captain in the Civil Air Patrol.
As a successful business owner for over 28 years, Judge Al Cercone brings a no-nonsense approach to the court and the elected office. This wealth of experience and knowledge enhance his ability to better understand the cases over which he presides, thereby positively influencing the level of customer service demonstrated routinely by the court and its staff, ultimately providing renewed confidence in the Peoples’ Court.

John is a Vice President and Senior Policy Advisor at the Federal Reserve Bank of Dallas, where he supervises and conducts research in financial-side macroeconomics. Prior to joining the Federal Reserve Bank of Dallas in 1991, John was an economist at the Federal Reserve Board from 1986 to 1991–where he briefed former Fed Chairman Greenspan, former Fed Chairman Paul Volcker, and the Federal Reserve Board–and was a part-time lecturer at the University of Maryland. John currently teaches money and banking as an Adjunct Professor at Southern Methodist University. During his years in the Federal Reserve System, John has given many economic presentations and has published over 50 articles on macroeconomics, money, credit, wages, and housing.
John graduated summa cum laude from Yale with a B.A. He received a Ph.D. in economics from Princeton, where he first met current Fed Chairman Ben Bernanke and studied much of the Chairman’s research. Since 1991, John’s family has lived in Rockwall, Texas, where John currently serves as a trustee of The Fulton School (a private college preparatory school) and in the past has served on the City of Rockwall’s capital improvements committee.

Mark Fedderson became a full time real estate investor in 2001. I started by rehabbing the properties I bought. From there built up a full time rehab crew. I always bought houses from private sellers that called me. I did not care to compete with 100s of others on MLS deals. I have since wholesaled over 100 homes and become a Hard Money Lender. I have a passion to share what I have learned with others. I spent thousands on “guru” seminars only to realize much of what I had learned had many holes in it or just muddied up the waters.
Frank Friesenhahn
Frank Friesenhahn, State Certified, FHA Approved Appraiser for 18 years. He has also been a hard money lender for past six years, and the operating partner of his hard money lending firm (DFW Investor Lending LLC) since 2007. He has owned or personally managed more than 400 rehab projects over the past 15 years. As a property owner/manager, he currently owns 12 rental properties, has owned rentals for more than 10 years, and is also active in wholesaleing and rehabbing homes in the North Texas area.
James P. Gaines, Ph. D. Research Economist
Dr. Jim Gaines is a Research Economist at the Real Estate Center at Texas A&M University focused on housing and land development issues. Dr. Gaines has more than thirty years experience in a broad array of professional activities primarily in real estate research and education, urban economics, land use analysis and development and project risk assessment. Dr. Gaines has provided real estate consulting services to numerous businesses, financial institutions, developers, and all levels of government organizations. Prior to his private consulting career, Dr. Gaines served as President of Rice Center, an urban research center affiliated with Rice University and was an Associate Professor of Real Estate and Finance at the University of South Carolina.
Dr. Gaines earned his B.B.A., M.A. and Ph. D. degrees at the University of Georgia.

Jerry Rutledge is a graduate of the University of Detroit, majoring in Economics and Finance, and the Graduate School of Business at Northwestern University, in Finance with a specialization in Real Estate.
Mr. Rutledge began his career in Real Estate Education 35 years ago, as an Associate Professor at a University in Michigan, where. he created and founded a fully accredited Real Estate Science Associates Degree Program.
Mr. Rutledge professional experience includes Real Estate Broker, Mortgage Broker, Vice President of the Real Estate Loan Department of a Commercial Bank, and President of a National Real Estate/Mortgage Banking Company, with offices in Detroit, Birmingham, Ann Arbor and Washington, D.C .
Mr. Rutledge’s industry involvement includes being a Founding Patron of the International Association of Corporate Real Estate Executives, Education Institute and a contributing member of the Texas Real Estate Teachers Association (TRETA), a member of the Board of Directors
which awarded him the designation Certified Real Estate Instructor (CREI).
Mr. Rutledge has received the Distinguished Real Estate Instructor (DREI) designation by the National Real Estate Educators Association (REEA), where he serves on, and as Region 4 Vice President, and as Founder/President of the South Central Chapter/REEA consisting of 5 states.
As a Professional Member of the National Association of Mortgage Brokers (NAMB), Mr. Rutledge earned the esteemed Certified Mortgage Consultant (CMC) designation from that association, which requires years of experience and an extensive knowledge of residential and commercial mortgage financing. As a professional member of the Texas Association of Mortgage Professionals (TAMP), he was also priviledged to serve on Board of Directors for that association.
As a Licensed Mortgage Broker, Mr. Rutledge serves as the Director of Education, Emeritus, of the North Texas Commercial Association of Realtors (NTCAR).
As a Licensed Real Estate Broker, Mr. Rutledge has been privileged to serve on the Board of Directors of the Texas Association of Realtors (TAR).
Mr. Rutledge is also a popular and well-traveled speaker for various National and State organizations.
